Largest British naval program similar to the arms race of 1899 threat according to the Dutch magazine Marineblad dated 1937 no. 4

An item referred to the magazine U.S.R. dated 15 April 1937 reported that the First Lord of the British Admiralty presented in March 1899 a naval building program of 70 warships including 10 battleships, 42 cruisers and 18 torpedo boats to be realized within 5 years. This program was approved by the crown on 30 May 1899. [It was the time of the arms race which ended disastrously in the First World War]. The author of the item repeated that history repeated herself while after 38 years again such an ambitious program was introduced and despite the huge costs without much criticism. He hoped that the result was not the same as in the past.
