US Navy personnel policy criticized according to the Dutch magazine Marineblad dated 1913-1914 no. 6

An item reported that two decisions of the American Secretary of State for the navy caused criticism on large scale. Officers who wanted to resign did not get permission to do so and further more was the exam results for probable efficiency no longer of importance for the ranking list (in the past 3/10 of the total). It was possible that both matters were again discussed in the meetings of the naval commission in the Senate.
