The Russian naval shipbuilding program according to the Dutch newspaper De Sumatra Post dated 24 December 1938

An item dated London, England 19th December referred to the newest Jane’s Fighting Ships which was just published. The news item was especially dealing with the shipbuilding programs of the major naval powers England, France, Italy, Japan added with Russia and Germany but strangely not mentioning the USA. Japanese tidings were claimed to be supported by an independent source that at the Russian naval base at Vladivostok 70 submarines and 50 motor torpedo boats were gathered. Russia projected the building of 3-35.000 ton battleships to be armed with 16” guns.(1)

1. The Sovetsky Soyuz-class Project 23 consisting of the Sovestky Soyuz, Sovetskaya Ukraina, Sovetskaya Rossiya and Sovetstkaya Belorussiya, down between 1938-1940, but not completed, with a main armament of 3x3-40,6cm/16.5“ guns and a displacement of 65.150 tons.
