Commanding officers of US Navy warships needed to have an increased legal authorization for self defence according to the Dutch newspaper Nieuwe Apeldoornsche courant dated 27 May 1941

An item dated Washington, USA 27th reported that the American Secretary of Navy Knox demanded from the House of Representatives to accept a law allowing commanding officers of American warships within the American territorial waters to do anything needed to protect the US navy and warships. At that moment had under the existing law just the supreme naval command such an authorization.
