Germany needed larger submarines for deepwater services according to the Dutch magazine Marineblad dated 1935 no. 4

An item referred to the N.M.R. dated 23 May 1935 reporting that 250 ton submarines were large enough for the German coastal defence in the Baltic. But the magazine did not believe that with the rebirth of the German navy the German colonial expansion thoughts would not be revived. If so were 250 tons submarines too small for deepwater service. The first German submarines since the Second World War could be used for training purposes and for the coastal defence. Although smaller submarines had better manoeuvrability qualities decided the British Admiralty that de minimum displacement of her submarines had to be 600 tons. Other sea powers shared this conclusion, Tactical advantages of small submarines were not opposed against the technical disadvantages.
