An item reported that the Bulgarian navy consisted of 3 torpedo boats active on the Black Sea and another 2 on the Danube. She was to be renewed and enlarged and to number 2-3 armoured cruisers, 2 avisos, 2 gunboats, 5 destroyers and 10-15 torpedo boats. The French navy captain Pichon (1) was to be appointed as commander-in-chief with the rank of admiral.
