Railroad cars loaded with torpedoes sighted at Constanta, Romania according to a CIA report dated 9 September 1952

An item reported that on 1 June 1952 on a railroad siding in the harbour of Constanta, Romania about 5 flat cars were sighted. On each car were 15 red coloured torpedoes loaded with a length just a little shorter than the width of such a car. Rumanian naval personnel guarded the whole time the cars which two days later still there were parked. From where and when the torpedoes arrived was unknown.
