British government ordered building of 12 torpedo boats by British shipyards according to the magazine Mitteilungen aus dem Gebiete des Seewesens dated 1907 No. 11

An item reported that the British government signed for building 12 torpedo boats contracts with Messrs. William White and Sons at Cowes, John J. Thornycroft and Co. at Southampton, Denny and Brothers at Dumbarton, Palmer Shipbuilding an Co. at Jarrow and Hawthorn, Leslie and Co. at Hebburn-on-Tyne. The boats were to be fitted out with turbine machinery to be coal and oil fuelled and a minimum speed of 27 knots.
