According to the tiding which the Swedish newspaper Svenska Dagbladet received from Helsingfors discussed the government a shipbuilding program of the commission for coastal defence. According to this program the Finnish navy had to built at least 3 gunboats, 8 submarines, 38 torpedo boats and 2 destroyers. The costs for the first ships of this future fleet amounted 365,000,000 Finnish mark excluded another 66,000,000 to purchase torpedo’s and mines.
