French navy officer reorganizing Bulgarian navy in 1896 according to Dutch newspaper Schiedamsche Courant

According to the local Dutch newspaper Schiedamsche Courant dated 13 November 1896 sent the French government a navy officer to Bulgaria to reorganize the Bulgarian navy as was requested by monarch Ferdinand.
