The French submarine Goubet according to the Dutch newspaper Middelburgsche Courant dated 23 November 1895

A factory situated at the boulevard Charonne delivered on Wednesday 20 November the torpedo boat Goubet (1) which was transported through half Paris on a trolley drawn by five huge horses to a location where she could be launched. The transport was sighted by a large number of curious. The boat had a length of 8 metres, cigar shaped and ha a weight of 8,000 kilo’s. She could carry with her two men and if she was approved by the navy destined for Toulon.

1. Named after the French designer Claude Goubet who invented the electric driven submarines Goubet I in 1885 and the II in 1889 neither successful. I can’t trace a submarine with this name in J. Vichot. Répertoire des navires de guerre francais. Paris, 1967. The torpedo boat mentioned in the news item was elsewhere called a submerged torpedo boat, so she was in fact a submarine.
