Washington, 13 June. The Secretary of Navy Adams (1) announced in a wire-less tiding that the American fleet program was to be completed the same month and what the further plans were. The American naval policy desired a fleet strong enough to protect the merchant interests, the mainland and the possessions overseas. A fleet which was larger than necessary for this purposes was a waist of money and an unfriendly attitude against the world.
