American naval shipbuilding program according to the Nieuwe Rotterdamsche Courant evening edition dated 26 May 1916

London, 26 May. According to a tiding received by the British newspaper The Daily News was it nearly certain that the Congress would approve a naval bill for the forthcoming 5 years and according to which every year several ships of diverse kind were to be build. The main problem at that moment was the shortcoming of sailors. Each year it became more and more difficult to enlist enough sailors despite the quite large pay. If the bill was accepted it was necessary to pay annual benefits to 15,000-20,000 men or otherwise keep a enormous reserve fleet of no use in war times. The naval authorities intended to give recruits extra benefits.
