The sailors in the French navy who were appointed for manning the submarines had seriously complaints about their treatment. It was feared that it would be impossible to keep these men in service. The complaints were not caused by the latest disaster with the Farfadet at Bizerte but by a decision of Pellet an (1) to withdrew favourable provisions. The new minister Thomson (2) ordered an investigation . At that moment numbered the French navy 40 submarines with 30 being built.
