Japanese naval shipbuilding program according to the Dutch newspaper Het Algemeen Handelsblad dated 9 February 1912

The newspaper Asahi Shimburn reported that in a secret meeting of the budget commission on 3 February the minister of navy baron Saito stated that the minimum increase of the naval strength consisted of 8 super dreadnoughts and 8 armoured cruisers of similar size. The building of these ships had to start in 1913 and to be completed in 1920 with as total costs 420.000.000 Dutch guilders. Officially was reported that the Kongo and her sister ships were to be armed with 35cm guns. The Fuso with a displacement of 30.000 tons was laid down at Kure.
