German naval budget for 1908 approved according to the Dutch newspaper Het nieuws van den dag: kleine courant dated 25 October 1907

The German newspaper Kölnische Zeiting reported some news dealing with the officially not approved navy budget for 1908. She confirmed that the lifespan of battleships was to be reduced from 25 to 20 years. There was none proposal to alter the number of battleships and cruisers but that of the submarines was to be increased.
