Restoring Turkish naval strength according to the Dutch newspaper Middelburgsche Courant dated 22 April 1783

According to an item dated Constantinople 5 March intended the Grand Vizier to restore the worse state of the navy and army. The caliongis or sailors were until spread over Galata and the other suburbs where they quite often caused disorder being not supervised. For this reason ordered the Grand Vizier to built near the arsenal very large barracks where they were accommodated and a strict discipline became possible. In the same arsenal were last week the keels of two ships of the line laid down of which one was the largest ever built with a length of 171 feet. To speed up the work was no one allowed to come without permission in the arsenal and were in the past weeks even some entrances bricked and others forbidden to entry.
