An item dated London 21 April referred to an article written by the navy correspondent of the British newspaper Daily Telegraph. He was the first foreigner allowed to visit the French submarine base at Toulon and afterwards claimed that the French submarine fleet was the most powerful of the world. Perhaps future problems or misunderstandings could be prevented if the rest of the world saw the French submarines formed a substantial part of the French naval system.
