New naval Soviet commissar according to the Dutch newspaper De Tijd dated 22 March 1941

An item dated Moscow 21 March reported that the first deputy commissar of the navy admiral Isakof was appointed as chief of the naval staff although he retained in his original position. Admiral Haller who was until now chief of the naval staff was appointed as deputy commissar of navy.
