An item dated Constantinople 22 March reported that the minister of navy started the reorganisation of the Ottoman navy and the rejuvenation of the officers corps. Rustem pasja under secretary was retired and replaced by Hakki bei. The latter intended to go to France for the delivery of four gunboats. New personnel was to be trained to man the dreadnoughts now being built in England . The naval agreement between England and Turkey would be a fait accompli as soon as the dreadnoughts were delivered.(1)
