Iraq ordered building torpedo boats in England according to the Dutch newspaper Utrechts volksblad dated 17 February 1941

An item reported that the five torpedo boats which Iraq ordered in England were completed and over a short notice to be delivered.  Another newspaper Het volk of the same date conformed this tiding.
