The Argentinean navy in financial problems according to the Dutch magazine Marineblad 1932 no. 6

Rivadavia

An item referred to the magazine Marine Rundschau dated September 1932 which reported that the in 1932 as a result of limiting the budget now new aspirant officers were admitted. The school for warrant officers was closed and the training of mechanics and drivers merged. The coastal defence ship Pueyrredon was thorough repaired although the rebuilding van her sister ship General San Martin was halfway stopped. The revision of the old torpedo boats La Plata and Jujuy was al most completed. The arsenal of Buenos Aires was to be closed in the next period. New building of ships was delayed except for the 3 submarines built in Italy. These submarines with a measurement of 920-1.150 tons and a length of 69 metres had a diving depth of 100 metres and were able to be submerged in 40 seconds. Maximum speed 17,5 miles, during trials even 19 miles and with a range of 9.000 miles. Armed with 8-53,3 cm torpedo tubes, 1-10cm gun. 1-4,3cm gun and some anti aircraft guns and could carry with them 16 torpedoes. There was no money left for establishing a submarine base at Mar del Plata and unknown if there was a budget available for keeping the submarines in service. The ships with (some) military value consisted of 2 battle ships (2), 2 cruisers, 5 destroyers, 4 torpedo boats, 3 submarines, 4 gunboats and 10 minesweepers. In September 1931 was a reconnaissance squadron created consisting of the cruisers and 5 destroyers. Lacking a sufficient budget were there hardly (gun) exercises. The personnel until know consisting of 60% conscripts was to become almost fully professional.
