Norway choosing for most suitable location for her naval base according to the Dutch magazine Marineblad 1908-1909 no. 4

An item reported that a commission was ordered to investigate which Norwegian harbour was the most suitable to be used as naval base. The conclusion was Tromsö-sound was to make the most easiest suitable although Horten if her defence works were strengthened would be the safest harbour. To make Horten suitable were 13.650.000 francs needed, however transferring the naval base Horten towards Tromsö-sound was more expensive with as estimated costs 18.900.000 francs.
