Reorganisation of the Russian navy according to the Dutch newspaper Het nieuwd van den dag voor Nederlandsch-Indië dated 22 December 1917

An item dated Petrograd the 20th reported that the command over the Russian fleet was to hand over central committees. All admirals were to be dismissed and the naval staffs replaced by chosen organisations. The central committees were to appoint bureaus responsible for executing the maritime operations.
