British navy creating special coal bunker stations according to the Dutch magazine Marineblad dated 1900-1901 no. 8

An item referred to the magazine Le Yacht reporting that the British Admiralty decided to create independent services responsible for the coal loading of ships at Portsmouth and Devonport headed by retired lieutenants. They became responsible for buying the necessary coal and the actual loading on board of the ships.
