England building more smaller warships according to the Dutch newspaper Algemeen Handelsblad dated 29 November 1938

An item referred to the Daily Telegraph which newspaper reported that a result of the lacking of enough material as became clear during the mobilisation in last September a new building program for small warships was approved. Those ships could be built within short time and low costs and especially suited for defence purposes and hit and run attacks. The program included escorteurs with an armament suitable for sea- and air targets, torpedo boats, torpedo motor boats and guard vessels. At that moment were 17 guard vessels with a tonnage of 690 tons and a maximum speed of 11,75 knots being built.
