The Chinese naval shipbuilding program according to the Dutch newspaper Het nieuws van den dag: kleine courant dated 1 May 1908

According to a tiding from Shanghai sent to the newspaper Morning Post developed the Chinese government a naval shipbuilding program. The navy was to consist of 3 new squadrons each consisting of one battleship, 2 cruisers 1st class, 4 or 5 cruisers 2nd class, 5 cruisers 3rd class, gunboats, torpedo boats and one or two submarines. New taxes were to be used for paying the costs.
