According
to a tiding from Toulon
dated 19 September were all the French ships counted which all ready left for
the Mexican coasts or were to depart very soon. At the end of October there
would be 27 ships available consisting of 6 frigates, 6 corvettes, 11 brigs and
4 bomb galliots. At Toulon
it was believed that this force was able to act against the fortress of S. Juan
d'Ulloa.
