The Russian naval shipbuilding program according to the Dutch newspaper Tilburgsche Courant dated 22 May 1898
The correspondent of the British newspaper The Times at St. Petersburg wrote that the Russian naval shipbuilding program included three battleships of the first class of which the keels were to be laid down at St. Petersburg in the coming summer, followed by three comparable ships as soon as the first battleship was launched, a battleship and a cruiser at the yard of Cramp in the United States and 15 or 20 destroyers.
