The Japanese shipbuilding program according to the Dutch newspaper Nieuwe Rotterdamsche Courant morning edition dated 4 April 1925

London, 3 April. The London newspapers published the tiding that the Japanese Navy Department decided to built 22 warships with a total tonnage of 124,900 tons including 8 1st and 2nd class cruisers, 10 destroyers and a mother ship for planes. The department send 7 experts towards France, 5 to the United States, 3 to the United Kingdom and 3 to German to study during the next 3 years the newest types of warships. This news was confirmed by the Dutch newspaper Het Vaderland: staat- en letterkundig nieuwsblad evening edition dated 4 April 1925.
