Dutch shipyard Kon.Mij. De Schelde at Vlissingen, Netherlands in 1907 searching for representatives in South America especially for torpedo and submarine orders

The director told the commissaries in the meeting of 28 December 1907 that he contacted the representatives in several South American countries to obtain recommendations which firms were qualified to represent the shipyard as agent. During the meeting was decided that the director appointed agents on a basis of 2,5% for each order. The agents were especially to look for torpedo or submarine orders. Mr. Paul Koster (1) in the past employee of the shipyard suggested to appoint the retired captain L.S. Royen as submarine agent in The Hague. This suggestion was however declined.

1. Paul Koster was a former lieutenant of the Royal Netherlands Navy who succeeded in making the first Dutch submarine named Luctor et Emergo a success. For this submarine was a design of the Electric Boat Company in the USA used. She was delivered to the Royal Netherlands Navy and commissioned as the Hr.Ms. O 1. Later he became director of the submarine department of the Whitehead company at Fiume.
