An item referred to a letter dated Philadelphia, USA 17th August dealing with the South American independence movements. So was stated that the Spanish general Mina (1) fitted out an expedition against the Spanish in Mexico. His force consisted of a 22-gun ship coming from London, England 2-14 gun brigantines, 1 corvette and so on, all well fitted out wit American sailors, the best French officers available and 6 or experienced Spanish officers. The expedition was to leave Baltimore, USA within to days.
