An item referred to the magazine le Yacht dated 29 November 1913 which reported that the French navy had 2 submarine salvage vessels stationed at Toulon and Cherbourg while a third one was being built and would be stationed at Bizerte. However was there an insufficient number of trained divers able to work at larger depths in the navy available. This was caused by just training in harbours with other words a too low diving depth. This came embarrassing visible when just 2 of the 8 divers were able to work on a depth of 17 metres during the salvage of submarine Pluviôse sunk on such a depth.
