England started with building the E-class submarines according to the Dutch magazine Marineblad dated 1911-1912 no. 3

An item referred to the German magazine Schiffbau which reported that the British Royal Navy was building E-class submarines. Two were laid down at Chatham, England in the 1910-1911 program. Submerged displacement 800 ton and as dimensions 53,6 x 7 metres. These submarines were to bitted out with larger torpedoes and special explosion engines making it possible to regulate her speed by in- or decreasing oil.
