British Admiralty considering founding naval base at Harwich, England according to the Dutch magazine Marineblad dated 1911-1912 no. 3

An item referred to a statement of the president of the Great Eastern Railway Company in a common meeting that the British Admiralty intended to found at Harwich, England a naval base to be commanded by a rear admiral. Before the summer begun, were there 6.000 men to be stationed.
