An item reported that a commission came with proposals to reorganize the Portuguese navy and which material was needed. Totally was a budget needed of 98 million Dutch guilders to spent over several years. After completion of the program would the fleet consist of 3-9.000 battleships with a speed of 21 miles and a main armament of 10-30,5cm guns, 3-3.000 ton cruisers with a speed of 22 miles, 12-890 ton destroyers with a speed of 30 miles and 6 submarines.
