Italian representative Di Palma suggested to abrogate the government yards at Naples, Italy according to the Dutch magazine Marineblad dated 1914/1915 no. 4

An item reported that the Italian representative Di Palma thought that the costs of the arsenal was much too high regarded the production and the labourers working at the government shipyards were mostly too old. He asked for far-reaching  measures to cut of these parasite parts of the ‘living body’ of the navy. It was believed that he meant to abrogate the government yards at Naples, Italy.
