Japanese government ordered building of several warships according to the Dutch magazine Marineblad dated 1899-1900 no. 6

An item referred to the magazine le Yacht reporting that the Japanese government seemed to have ordered the building of 1-3rd class cruiser, 2 torpedo gunboats, 11 torpedo boats 1st class and 16 torpedo boats 2nd class.
