US Congress approved building of two not asked for submarines according to the Dutch magazine Marineblad 1916/1916 no. 5

An item referred to the Naval and Military Record which reported that the American Congress while discussing the Navy budget a budget approved for the building of 2 large submarines with a speed of 25 miles. This budget was not asked for by the naval staff which seems to be very surprised with this extra ordinary budget. According to the item was the budget even not wanted by the naval staff. To achieve the desired speed was the intention to use steam turbines. The Naval and Military Record made a clear statement by disliking the Congress for her foolish meddling in affaires of which she had no knowledge.
