US Navy needed to buy torpedoes abroad while lacking enough sufficient production according to the Dutch magazine Marineblad dated 1907-1908 No. 11

An item reported that the US Bureau of Ordnance ‘demanded’ to buy around100 torpedoes of foreign firms to supply to the US warships while the American private industry and the newly founded torpedo atelier of the US navy not able were to full fill the needs on short term.
