Romanian general staff wanted to establish Romanian navy according to the Dutch magazine Marineblad dated 1911-1912 no. 8

An item reported that the Romanian general staff as a result of the Italian-Turkish war the crown advices to establish a navy with as bases at Sulina and Constanza needed to protect the entrances of the Danube and the Romanian Black Sea Fleet. Eight destroyers and 8 submarines as start was thought to be sufficient.
