Italian cruiser Bari around 1925 (former Russian Maraviev Amurskyy and German SMS Pillau)
An item reported that the huge Russian naval shipbuilding program was to be completed in 1930 based on building a capital ships within 3 years. Service time for the ships was 22 year for battleships and battle cruisers, 18 years for cruisers, 17 years for destroyers and 14 years for submarines. To achieve the wanted results was a strict building schema necessary. In 1913 to be laid down 4 battle cruisers, in 1915 4 battleships, 1917 4 battleships, 1919 4 battle cruisers, 1921, 4 battleships, 1923 4 battleships, 1825 4 battle cruisers and in 1927 4 battleships. All capital ships were to be built in Russia. The under naval budget 1912 built 2-4.500 ton cruisers (1) were ordered by Schichau-Werke, Danzig, Germany while they were needed on short notice for training personnel. This plan was not be before the end of 1915 or begin 1915 to be discussed in the Duma [Russian parliament].

At the outbreak of the First World War were both ships yet not completed and delivered and therefore confiscated by the German navy which commissioned both cruiser as respectively SMS Pillau (ex-Maraviev Amurskyy) and Elbing (ex-Admiral Nevelskoy). Displacement 4.390 (design)-5.252 (full load) tons and as dimensions 135,3 x 13,6 x 5,98 metres or 444 x 45 x 19.6 feet. Armament in German service 8-15cm L/45 quick firing guns, 2-8,8cm L/45 quick firing guns, 2-50cm/20” torpedo tubes and 120 mines. The Pillau became later the Italian Bari.
