Italy, England and France regulating chartering foreign ships according to the Dutch newspaper Rotterdamsch nieuwsblad dated 13 January 1917

An item referred to the press association Reuter which reported that England, France and Italy developed a similar policy when chartering ships bound for of leaving from their harbours to get more control over available tonnage. No foreign ships were from then on to be chartered without permission of the government.
