All efforts done to complete the Japanese naval base at Chinhai according to the Dutch magazine Marineblad dated 1912-1913 no. 4

An item reported that all efforts were done to complete the new naval base at Chinhai, Japan. The harbour vessels were to be completed in 1913 and in 1914 was the maritime prefecture to be established.
