An item referred to the newspaper Daily Telegraph dated 6 April 1938in which Hector Bywater (1) criticized the lacking of insufficient measures taken by the British cabinet to protect the merchant shipping. He doubted if there were merchant ships with strengthened decks for mounting guns. Despite that the cabinet stated that all sort of plans were made, was nothing visible. Merchant officers made clear that the submarine warfare was underestimated.
