France still building battleships despite defensive agreement with England according to the Dutch magazine Marineblad dated 1938 no. 5

An item referred to the magazine U.R.S. dated 26 May 1938 which reported that while England already was building 5 battleships (1) and with the intention to built another 5, experts wondered why England and France were allies, France still decided to built precious battleships (2) instead of a large number of smaller vessels.
