An item referred to the Rivita Marittime dated May 1938 which published an article of the Italian navy officer Prato. He warned for the landing of troops supported by gunfire of the fleet which was by most experts believed too dangerous regarded the defence to be executed. He did not agree with them but expected in the future nightly or twilight landings by surprise so good coastal defence was needed. It was mistake to wait to the last moment to act and improvise. A permanent coastal defence organisation could at once provide experienced personnel for guard posts in the front line and handling the complicated fire-control systems.
