An item referred to the Marine Rundschau reporting that until it was officers in the US navy not allow to comment the service except for the Proceedings of the US Naval Institute, which are supervised. The Navy Department however decided on the 20th that officers should sent ideas and proposals to improve the navy. Criticism on persons however was forbidden.
