Teel built. Building ordered on & September 1888, contract signed on 10 July 1890, laid down by Union Iron Works, San Francisco, USA on 17 June 1891, launched by Miss Ann B. Dickie on 5 November 1892, commissioned on 5 February 1895, decommissioned on 8 November 1899, recommissioned in January 1902, refitted in 1919, decommissioned on 2 April 1906, recommissioned in 1916, classified CA-15 on 17 July 1920, reclassified CL-15 on 8 August 1921, decommissioned on 9 December 1922, laid up in reserve, reclassified IX-40 on 30 June 1923.  and stricken on 11 September 1957.

Displacement 5.676 (standard)-6.694 (full load) tons and as dimensions 104,88 x 16 x 6,55 metres or 344.1 x 53 x 21.6 feet. Machinery consisted of 2 vertical triple expansion steam engines and 6 boilers (4 double ended,2 single ended) delivering 17.000ihp via 2 screws allowing a speed of 21,7 knots and with a speed of 10 knots and the maximum coal bunker capacity of 1.060 tons a range of 6.000 nautical miles. Crew numbered 428 (included 33 officers). Armament consisted of 2x2-20,3cm/8” 35 cal Mark 4 guns, 10x1-12,7cm/5” 40 cal Mark 2 guns (in casemates, 5 at each side), 14-5,7cm/”2.24”16pd Drigss Schroeder guns (in sponsons), 6-13,7cm/1.46”1 pd guns, 4 Gatling guns and 6-45cm/16.7” surfaced torpedo tubes for Whitehead Mark 1 torpedoes. Armour consisted of a 5,1cm/2”(flat)-7,6cm/3” (ends)-12,1cm/4,75” (slopes) deck with the barbettes, gun turrets and 5” guns protected by respectively 11cm/4.5”, 8,9cm/3.5” and 10cm/4” (gun shields).
