British government forbade coal loading by German ship at Cardiff according to the Dutch newspaper Soerabaijasch handelsblad dated 6 December 1904

An item reported that the British Department of Foreign affairs on Saturday evening the government at Cardiff instructed that under the Foreign Enlistment Act the German steamship master W. Mengell was not allowed to load coal there. The cabinet received evidence that an earlier cargo of her was handed over to the Russian Baltic Fleet. At that moment had she already 40 ton coal I loaded. The cabinet also intended to examine more of these incidents. It had nothing to do with contraband or the delivery of coal directly to Japan or Russia,

Another item reported that again a German collier was forbidden to bunker coal at Cardiff, England despite the fact that the German consul there was the client.
